As silly as it is, I imagined Austria to be wearing something like this (http://images.costumesgalore.net/captain_hook_deluxe_costume-1.jpg), except much more flamboyant. Brocade coat, lace poking out of the cuffs, embroidered trim (silver stuck in my head, for whatever reason), the works. (And his tricorn might be bigger and would have oodles of feathers, of course. XD) It's possible he would have a couple nautical accessories, too, like a telescope and/or a saber. His mask would cover the whole face and be very simple, like these (http://www.bestourism.com/img/items/big/1395/Venice-Carnival-Italy_Carnival-masks_5571.jpg). (I didn't bother to work it into the story, but I like to think the lips were painted silver, to match the trim on the rest of his costume.)

Her hair would probably be styled similarly to this (http://unrealitymag.com/wp-content/uploads/2013/02/hair-marie-antoinette-la-2-14-14.jpg), and her mask would be something along the lines of this (http://assets0.maskitalia.com/images/masks/fulls/columbina_musica_piume.jpg)--something very delicate and feminine, possibly with a few more feathers? And in appropriate colors, of course.
Italy I imagine is dressed a bit more "traditionally" (if you will), probably like this (http://www.delpiano.com/carnival/images_carnival_venezia/bautew1.jpg), though this (http://students.cis.uab.edu/yazmin/bauta.jpg) gives you a better idea of what a Bauta mask looks like.
